Program Manager, Tenancy Support Services:
Wellspring is seeking a full-time Program Manager to provide Tenancy Support Services and manage Wellspring's (i)RISE program which includes serving as the agency's primary point of coordination for referrals, service authorization workflows, documentation expectations, and the Kentucky Medicaid Waiver Management Application (MWMA) process.
This position will be supporting a new program for Wellspring. While the basic framework for the (i)RISE program has been established, the Program Manager will help build out the day-to-day operations, refine workflows, maintain program processes, and support the continued program development as it grows.
The Program Manager will support a team of approximately 3-6 employees as well as eligible participants in obtaining and maintaining stable, independent housing through pre-tenancy and tenancy-sustaining services, while coordinating closely with outside case managers, state-level case managers, waiver contacts, landlords, community providers, and Wellspring team members. They will help bridge local service coordination gaps by communicating, organizing, following up, and connecting participants to housing-related and community resources. The Program Manager may also maintain a small caseload of participants receiving direct tenancy support services and ensure services are person-centered, recovery-oriented, housing-focused, well-documented, and consistent with applicable Medicaid, program, contractual, and Wellspring requirements.

Education/Qualifications:
- A bachelor’s degree in a related field is highly preferred.
- Minimum of three years of experience working with clients with serious mental illness (SMI) along with experience in any of the following: behavioral health, housing services, homeless services, social services, case management, Medicaid waiver services, and/or supportive housing is required.
- Program management experience is required. This can include demonstrated experience developing, coordinating, and maintaining program workflows; managing referrals, service authorizations, documentation, or other program requirements; monitoring timelines, outcomes, and deliverables; communicating with internal and external partners; problem-solving operational barriers; and supporting continuous improvement of program processes.
- Supervisory, lead, or equivalent experience is preferred. This includes experience such as providing work direction, mentoring or training staff, coordinating team workflows, supporting quality review, or serving as a senior/lead staff member in a program or service setting.
- $50,000 - $56,000
- This position requires clearances of state and federal background checks, multiple abuse/sex offender registries, and clearance of exclusion lists prior to employment.
- Offers of employment are contingent upon successfully passing a pre-employment drug screening. This position is a part of the annual random drug-testing program.
